Unapproved Record of the January 7, 2020 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Commission Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley to approve the minutes from the last regular meeting. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the vouchers as presented. The motion carried. SPET Requisitions Approved for Payment: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Requisition #4 from the Fairgrounds Improvement Fund in the sum of $4,343.50. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Requisition #4 from the Courthouse Improvement Fund in the sum of $3,680.00. The motion carried. Collections – Approved: Malcolm Ervin, County Clerk - $10,067.00; Mona McAuley, Clerk of District Court - $1,385.60; Circuit Court of the 8th Judicial District - $15,222.00. Applications for Depositories of Public Funds: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve First State Bank and Platte Valley Bank as depositories for County funds for up to ninety percent of the security furnished by said banks. The motion carried. Road & Bridge: Superintendent Angle spoke to the Commissioners about recent Road & Bridge activities and plans for future road improvements. Mr. Angle also updated the Commissioners about the Road & Bridge new equipment budget and items he is interested in purchasing. The Commission asked Mr. Angle to wait until an insurance claim is finalized. Historic Preservation Commission: Mr. Jolovich motioned, seconded by Mr. Shockley, to decommission the Platte County Historic Preservation Commission due to lack of interest and available board members. The motion carried. Emigrant Hill Road Lease Agreement: Colonel J. Huss, Wyoming Military Department, presented an agreement between the Wyoming Military Department and Platte County. The purpose of the lease is to allow the Wyoming Military Department restricted control over Emigrant Hill Road. This limited control would allow the military department to maintain the road. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the Real Property Lease between Platte County and the Wyoming Military Department and authorize the Chairman to sign the lease. The motion carried. Chugwater Public Works Department: Mr. Lance Wedemeyer was unable to meet with the Commissioners due to road conditions. Tri-County Broadband Discussion: Merlin Hitt, Platte County Economic Development, spoke to the Commissioners about a proposal to create a tri-county broadband joint powers board between Platte, Niobrara and Goshen Counties. The purpose of that joint powers board would be to improve internet connectivity in the underserved areas of those three counties. The Commissioners would like to speak to the Commissioners who represent the other counties involved before considering joining the endeavor. Kate Farmer, Guernsey Town Clerk, spoke to the Commissioners about concerns she had with the Tri-County Broadband joint powers board. Ms. Farmer said she is concerned that the current project does not intend to serve the North Training Range of Camp Guernsey. Resolution #2020-03: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-03, entitled “A Resolution Establishing a Cap to the Abandoned Vehicle Fund.”  establishing a cap to the Abandoned Vehicle Fund. Fire Warden: Fire Warden Aaron Clark spoke to the Commissioners about two grants he would like Platte County to sponsor. The first requests funding from the Wyoming State Loan and Investment Board (SLIB) to map all structures in the unincorporated areas of Platte County. The second requests funding from SLIB to purchase two command units. Resolution #2020-04: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-04 entitled, “A Resolution Authorizing Submission of a Federal Mineral Royalty Capital Construction Account Grant Application to the State Loan & Investment Board on Behalf of the Governing Body of Platte County, Wyoming For the Purpose of Development of a Spatially Accurate Geographic Information System (GIS) Coverage of all Structures in unincorporated Platte County.” The motion carried. Resolution #2020-05: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-05, entitled “A Resolution Authorizing Submission of a Federal Mineral Royalty Capital Construction Account Grant Application to the State Loan & Investment Board on Behalf of the Governing Body of Platte County, Wyoming For the Purpose of Purchasing Two Fire Command Units.” The motion carried. The full resolution is available for inspection in the Office of the County Clerk or online at www.plattecountywyoming.com. 4-H Building Reconstruction Project: Greg Orr, Reliance Construction Consulting, updated the Commissioners about the most recent design of the 4-H Building Reconstruction project. Mr. Orr presented an amendment to the design agreement with Arete Design Group, who is tasked with designing the 4-H Building’s project. Mr. Orr will be in communication with Arete and the Fair Board about this amendment. Courthouse Renovation Project: Greg Orr, Reliance Construction Consulting, updated the Commissioners about the most recent design of the Courthouse Renovation Project. Mr. Orr presented an amendment to the design agreement with Malone Belton Abel P.C., who is tasked with designing the Courthouse renovation project. Mr. Orr does not agree with the agreement at this time and has asked for Malone Belton Abel to reconsider, which the Commissioners agreed with. Audit of Fiscal Year 2018-2019: Mr. Shockley motioned, seconded by Mr. Jolovich, to accept the audit report presented at the last meeting by Leo Riley & Company. The motion carried. Capital Business Systems agreement: Mr. Shockley motioned, seconded by Mr. Jolovich, approve an installation and integration agreement between Platte County and Capital Business Systems for a term of 63 months at $156.48 per month and authorize the County Treasurer to sign the agreement. The motion carried. County Personnel Policies: County Clerk Malcolm Ervin presented policies for County employees for the Commissioners to consider. County Employers Group for Worker’s Compensation: Mr. Shockley motioned, seconded by Mr. Jolovich, approve an agreement with the Wyoming County Commissioners Association for the purpose of joining a County Employers Worker’s Compensation group. The motion carried. Resolution #2020-06: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2020-06, entitled, “A Resolution Entering into a County Employer Worker’s Compensation Group with the Wyoming County Commissioners Association.” The motion carried.
