Court Security Commission: Vice-Chairman Shockley welcomed the Court Security Commission to Platte County. Justice Keith G. Kautz, Wyoming Supreme Court, thanked the Commissioners for allowing the Commission to meet at the Courthouse. Justice Kautz explained the Commission’s role and the importance of addressing court security on a county-by-county basis. Vice-Chairman Shockley then led the Court Security Commission on a tour of the Platte County Courthouse to highlight the court security upgrades that have been made to the building through grant funding. Captain David Russell, Platte County Sheriff’s Office, then led the Commissioners and Court Security Commission on a tour of the Platte County Detention Center. At this point Chairman Kontour joined the meeting via phone call. Planning & Zoning – Public Hearing: Planner Amy Clark presented a request to subdivide approximately 10.5 acres out of a 105.4-acre parcel located at 1176 Hightower Road, Wheatland. The applicant is James Hedstrom. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the Simple Subdivision request made by Mr. Hedstrom. The motion carried. Hospital Foundation Board Appointment: Ms. Kontour motioned, seconded by Mr. Jolovich, to reappoint Carolyn Foster to the Hospital Foundation Board for a five-year term, effective July 1, 2019. The motion carried. Encroachment License: County Clerk Malcolm Ervin presented an encroachment license from J. Scott Paulsen for approval. Out-of-State Travel: County Clerk Malcolm Ervin presented two out-of-state travel requests for Public Health employees to attend a training at the National Emergency Preparedness Summit for five days and one out-of-state travel request for a Sheriff’s Office employee to attend a two-day training in Colorado. Mr. Jolovich motioned, seconded by Ms. Kontour, to approve out-of-state travel for three employees as presented. The motion carried. Financial Report – County Treasurer: County Treasurer Kristi Rietz presented the financial report for the month ending December 31, 2019. IT Update: Jordan Ham, WyoLogic Inc. updated the Commissioners on the new County website. Mr. Ham explained there was a domain issue with making the new website live. Mr. Ham presented three options to resolve the issue but favored creating a “Name Cheap” account, which would cost approximately $15.00 annually. The Commission agreed that this was the most favorable option and asked Mr. Ham to proceed. At this point Chairman Kontour left the meeting. County Audit Review: Paul Stille, auditor on behalf of Leo Riley & Co., reviewed the county audit for the fiscal year ending June 30, 2019.
