-The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Commission Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley to approve the minutes from the last regular meeting. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the vouchers as presented. The motion carried. Specific Purpose Excise Tax Requisitions Approved for Payment: After passage of Platte County Resolution #2019-12 on September 17, 2019 the Commissioners will request payment to be made by Wyoming Bank and Trust to the appropriate payees. Those payees have claimed services rendered to Platte County for their Courthouse Renovation and 4-H Building Reconstruction projects. Those requisitions are on file at the County Clerk’s Office for public inspection. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Requisition #1 from the Fairgrounds Improvement Fund in the sum of $18,204.45. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Requisition #1 from the Courthouse Improvement Fund in the sum of $58,566.56. The motion carried. Collections – Approved: Clyde Harris, Sheriff - $1,498.53. Tax Cancellation: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the tax cancellation for tax year 2019 for Shannon & Lisa Horblit in the amount of $4,918.86. The motion carried. Platte County Economic Development: Merlin Hitt of PCED invited the Commissioners to attend a 16th Street Reconstruction meeting the following day. Financial Report: Kristi Rietz, County Treasurer, presented the financial report for the month ending October 31, 2019. Reliance Construction Consulting: Greg Orr, Construction Manager, updated the Commissioners on the Courthouse Renovation and 4-H Building Reconstruction projects. Mr. Orr encouraged the Commissioners that Sampson Construction be utilized as the 4-H Building Reconstruction project progresses in lieu of Groathouse Construction. A consensus to agree with Mr. Orr was reach amongst the Commissioners. Planning & Zoning – Public Hearing: The Public Hearing was called to order at 10:00 AM by Chairman Kontour. Planner Clark presented a request to rezone. Mr. Shockley motioned, seconded by Mr. Jolovich to approve the request made by Robert Jenkins to rezone 10 acres from Industrial to Residential zoning, per the recommendation of the Planning & Zoning Commission. The motion carried. Transfer of Vehicle Title: Mr. Shockley motioned, seconded by Mr. Jolovich, to transfer title of a 1952 GMC truck to Mike Clark. The motion carried. North Bellis Road: Mr. Shockley motioned, seconded by Mr. Jolovich, to close the south ¾ miles of North Bellis Road due to concerns of health and safety per the recommendation of Emergency Management. The motion carried. VeJay Energy & Land, Inc.: Victor Garber, President of VeJay Energy & Land, spoke to the Commissioners about Highline Road, which is in Township 30 North, Range 67 West. Mr. Garber requested that his company be permitted to improve the road to trucking standards. Mr. Garber did not request financial contribution from the Commissioners. The removal of snow from the road was discussed. Zack Crawford, Crawford Mining, said his company would have equipment available to clear snow. Mr. Shockley recalled a Special Use Permit that was approved on May 21, 2019, which required a road use agreement. Mr. Shockley said snow removal on Highline Road could be a part of that road use agreement. IT Update: Jordan Ham, WyoLogic Inc., updated the Commissioners on a variety of projects. Mr. Ham requested to move forward with a Microsoft Licensing quote for $25,286.10. The Commissioners agreed that the expenditure was necessary and within the IT Software budget.
