Unapproved Record of the September 17, 2019 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Cary Shubert, Deputy County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the minutes from the last regular meeting. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the vouchers as presented. The motion carried. Tax Cancellations: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the tax cancellation for tax year 2019 for Kenneth & June Lider in the amount of $2,833.97 due to Veteran’s exemption being mistakenly not entered. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the tax cancellation for tax years 2019 and 2018 for Southern Wyoming Gym, LLC in the sum of $128.66 due to the business being closed in May 2018. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the tax cancellation for tax year 2019 and to refund the taxes for tax years 2018, 2017 and 2016 for Larry & Louise Elling in the total amount of $92.19 due to taxes being billed to another account.  The motion carried. Financial Report: Kristi Rietz, County Treasurer, presented the financial report for the month ending August 31, 2019. Predatory Animal Board: County Treasurer Rietz and Bill Klein, Treasurer of the Predatory Animal Board, presented the annual receipts and expenditure report for the board. Maintenance Department: Jim DeWitt, Maintenance Superintendent, updated the board on different maintenance projects concerning County facilities. IT Update: Tom Overstreet, Pro River Tech, updated the Commissioners on current IT projects for the county. Jordan Ham, WyoLogic, spoke about the IT transition between Pro River Tech and WyoLogic. Out of State Travel: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve out of state travel for two Ag. Extension employees. The motion carried. Julie Balzan was approved to travel to Denver, CO on September 21 and 22. Julie Balzan and Mary Evans were approved to travel to Hershey, PA on October 2. Emergency Management Grant: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the grant award agreement between FEMA and Platte County for Fiscal Year 2019 in the amout of $27,000 for the period of October 1, 2018 through September 30, 2020. The motion carried. Resolution #2019-11: Approving the Official Holidays for County Employees for the Year 2019: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve resolution #2019-11 titled, “A Resolution Approving the Official Holidays for County Employees for the Year 2019.”  The motion carried. This resolution is viewable in the Office of the County Clerk or online at www.plattecountywyoming.com. 4-H Building Reconstruction Contractor: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a contract between Platte County and Groathouse Construction, which names Groathouse Contrstruction as Construction Manager for the 4-H Building Reconstruction project. The motion carried. Special Purpose Excise Tax (SPET) Bonding Discussion: Todd Bishop, Kaiser Wealth Management, spoke to the Board about bonding options for the two SPET projects approved by voters in the 2018 Primary Election. The two projects are the 4-H Building Renovation and the Courthouse Phase I Remodel. Lessee Representative: Mr. Shockley motioned, seconded by Mr. Jolovich, to appoint Greg Orr, Reliance Construction Consulting, as lessee representative for the Courthouse and 4-H Building renovation projects. The motion carried. Resolution #2019-12: Concerning the Financing of Improvements to the Platte County Courthouse and 4-H Building: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2019-12 – after certain corrections were made. The resolution is titled, “A Resolution Concerning the Financing of Improvements to the Platte County Courthouse and the 4-H Building on the Platte County Fairgrounds; Approving a Site Lease Agreement, a Facilities Sublease Agreement, an Escrow Agreement, and Closing Documents in Connection Therewith; and Appointing Lessee Representatives for Purposes of the Lease.” The motion carried. Resolution #2019-13: Schedule of Commissioner Meetings for the Year 2020: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2019-13 titled, “Schedule of Commissioner Meetings for the Year 2020.” The motion carried.
