Unapproved Record of the August 20, 2019 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. Mr. Shockley motioned, seconded by Ms. Kontour, to approve the minutes from the last regular meeting. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the vouchers as presented. The motion carried. Collections – Approved: Clyde Harris, Sheriff, May Collections - $1,128.54. Financial Report: Kristi Rietz, County Treasurer, presented the financial report for the month ending July 31, 2019. Vehicle Transfer: Mr. Shockley motioned, seconded by Mr. Jolovich, to transfer title of a 2011 Ford F-150 to Albany County and authorize Chairman Kontour to sign the title as seller on behalf of Platte County. The motion carried. At this point Chairman Kontour stepped out of the meeting and Vice-Chairman Shockley started conducting the meeting. IT Update: Tom Overstreet updated the Commissioners on current IT projects for the county. At this point Commissioner Kontour re-joined the meeting, but Vice-Chairman Shockley continued to conduct the meeting. Planning & Zoning – Public Hearing: The public hearing was called to order at 10:00 AM. Planner Amy Clark presented a request made by Croell, Inc. to rezone approximately 48 acres from Agriculture zoning to Industrial zoning at 245 S. Wheatland Highway. Kristi Chamley, Croell, Inc., and Merlin Hitt, PCED, spoke in favor of the request. Ms. Kontour motioned, seconed by Mr. Jolovich, to approve the request to rezone. The motion carried. Planner Clark presented two building certificates from Joshua & Shaina Lock and KC & Brook Murphy for approval. At this point Chairman Kontour began conducting the meeting. Executive Session: Mr. Shockley motioned, seconded by Mr. Jolovich, to call an Executive Session at 10:17 A.M. to talk about personnel issues, pursuant to W.S. §16-4-405(a). The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to resume the regular meeting at 10:27 A.M. with no decisions being made. The motion carried. Tri-County Broadband: Merlin Hitt, Platte County Economic Development (PCED), spoke to the board about an opportunity to form a joint powers board with Goshen and Niobrara County for the purposes of implementing and financing regional high-speed internet service for public and private usage. Resolution #2019-10: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2019-10 entitled: A Resolution in Support of the Creation of a Joint Powers Board Encompassing Platte, Goshen, and Niobrara Counties to Facilitate the Implementation and Financing of Regional High-Speed Internet Service for Public and Private Usage. Special Purpose Excise Tax (SPET) Bonding Discussion: Todd Bishop, Kaiser Wealth Management, spoke to the Board about bonding options for the two SPET projects approved by voters in the 2018 Primary Election. The two projects are the 4-H Building Renovation and the Courthouse Phase I Remodel. Information Technology Discussion: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Chairman Kontour to sign a General Release of Liability for Wyoming Wireless during the transition period of I.T. providers. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Chairman Kontour to sign a General Release of Liability for Pro River Technology during the transition period of I.T. providers. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve a contract between Platte County and WyoLogic, Inc. for managed IT services, effective September 1, 2019. 4-H Building Reconstruction: Greg Orr, Reliance Construction Consulting, updated the board on the 4-H Building Reconstruction project.
