Unapproved Record of the July 16, 2019 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Vice-Chairman; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the minutes from the last regular meeting. The motion carried. Resolution #2019-8: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2019-8 to adopt the budget for Fiscal Year 2019 – 2020. The motion carried. A complete copy of said resolution is available in the Clerk’s Office or online at plattecountywyoming.com. Vouchers: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the vouchers as presented. The motion carried. Out of State Travel: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve out of state travel to Colorado for one Sheriff’s Office employee on July 17, 2019 for one day. The motion carried. Financial Report: Kristi Rietz, County Treasurer, presented the financial report for the month ending May 31, 2019. IT Update: Tom Overstreet updated the Commissioners on current IT projects for the county and recent outages associated with lightning strikes. Mr. Overstreet noted that most of the County IT infrastructure had been converted to the new Sophos firewalls. Planning & Zoning: Planner Amy Clark was introduced to the Commission and presented two building certificates from Nancy Paquette and Michael & Pamela DeMartin for approval. At this time Chairman Sandy Kontour joined the meeting via a video conference. Executive Session: Mr. Jolovich motioned, seconded by Mr. Shockley, to call an Executive Session at 10:07 AM to talk about personnel issues, pursuant to W.S. §16-4-405(a). The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to resume the regular meeting at 10:25 A.M. with no decisions being made. The motion carried. Information Technologies: Mr. Jolovich motioned, seconded by Ms. Kontour, to accept a proposal from Wyoming Wireless for managed IT services and to terminate a contract for IT services with Pro River Technologies. The motion carried. At this time Chairman Kontour left the meeting. WYDOT 16th Street Reconnaissance: Mark Ayen, WYDOT, and Merlin Hitt, PCED, presented the Final Reconaissance report for 16th Street. Mr. Jolovich motioned, seconded by Mr. Shockley, to accept the Final Reconaissance report. The motion carried. STIP Presentation – WYDOT: Numerous WYDOT representatives presented the annual WYDOT State Transportation Improvement Program (STIP) presentation. J. Kenneth Kennedy: Mr. Kennedy made an unscheduled appearance before the board to inquire whether they would like some gravel testing equipment free of charge. Mr. Kennedy said he used the privately-owned equipment years ago for county projects and said he no longer had a use for the equipment. The Board informed Mr. Kennedy that Road & Bridge would have use for the equipment and thanked him for the offer.
