Clyde Harris, Sheriff, May Collections - $1,199.07 Financial Report Kristi Rietz, County Treasurer, presented the financial report for the month ending May 31, 2019. IT Update Tom Overstreet updated the Commissioners on current IT projects for the county. Planning & Zoning – Public Hearing The public hearing was called to order at 10:00 AM. Planner Bolin was introduced to the Commission and presented a building certificate from Virgil Russon for approval. Clerk Ervin presented a request made by Sinclair Transportation Company to rezone approximately 412 acres from Agriculture zoning to Industrial zoning. The eventual purpose is to use the land for crude oil/petroleum storage, which is similar to adjoining parcels to the north and surrounding areas. Shannon Wilkins spoke in favor of the request on behalf of Sinclair Transportation. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the request to rezone. The motion carried. Richard & Bonnie Johnson, and Dan Brecht, spoke about a recent decision made by the Commissioners in regards to a request made by AMVC to operate a swine farrowing facility in an Industrial zoning district. Mr. & Mrs. Johnson, and Mr. Brecht, did not agree with the decision made by the Commissioners. County Clerk Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the audit engagement letter for Leo Riley & Company for fiscal year 2019-2020. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the Annual Contribution Agreement between Platte County and University of Wyoming Extension. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve amendment two to the contract between the Wyoming Department of Health and Platte County. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve a managed printer service contract between Capital Business Solutions and Platte County. The motion carried. Resolution #2019-7: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2019-7 entitled “Resolution Designating a Public Records Person.” The full resolution is on file at the Clerk’s Office and available online at plattecountywyoming.com. Line-Item budget transfers Mr. Jolovich motioned, seconed by Mr. Shockley, to approve the transfers of $217.57 from Sheriff Supplies (account 100.405.0210) to Extradition (account 100.405.0450); $772.08 from Detention medical (account 100.416.0470) to vehicle repair (account 100.416.0290); $1,522.79 from Detention medical (account 100.416.0470) to supplies (account 100.416.0210); $32.92 from Detention medical (account 100.416.0470) to uniforms (account 100.416.0280). The motion carried. Budget overview Clerk Ervin updated the Commissioners on the tentative budget, which will be published in the Record Times in accordance to W.S. §16-4-109(a).
