Business Before the Board: Tax Cancellations: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the tax refund for tax years 2015, 2016, 2017, and 2018 for Adam & Christina Ashmore in the amount of $69.96 due to being assessed an incorrect acreage. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the tax refund for tax years 2014, 2015, 2016, 2017 and 2018 for Billy Richard & Katherine Wilson in the sum of $413.88 due to being incorrectly assessed with an extra lot. Kristi Rietz, County Treasurer, presented the financial report for the month ending April 30, 2019. IT Update: Tom Overstreet updated the Commissioners on current IT projects for the county. Planning & Zoning – Public Hearing: The public hearing was called to order at 10:00 AM. Clerk Ervin presented a request made by Matthew Britz to subdivide 2.5 acres out of a 176-acre parcel. Mr. Shockley motioned, seconded by Mr. Jolovich to approve the request with one recommendation: that a plat be recorded within one year of approval. The motion carried. Clerk Ervin presented a request made by Zack Crawford to operate a 14.5-acre silica mine in an Agriculture zoning district. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the request with two conditions: All DEQ regulations are followed, and; A road use agreement be in place with Platte County. The motion carried. Clerk Ervin presented a request made by AMVC to operate a swine farrowing facility in an Industrial zoning district. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the request with two conditions: All DEQ regulations are followed, and; The request be reviewed on a complaint basis only. The motion carried. County Clerk: Mr. Jolovich moved, seconded by Mr. Shockley to appoint the County Clerk as the Entity Administrator for SAM.gov. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the transfer of 100 hours of sick time from three employees to one employee. The motion carried.  Platte County Scholarships: Mr. Shockley motioned, seconded by Mr. Jolovich, to award the County Commissioner scholarship to the following recipients: Savannah May, Destiny Covington, and Hollie Kenison, and the alternate is Danielle Britz. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to award the County Commissioner renewal scholarship to Emily Wright. The motion carried. Health Insurance Renewal: Brian Hillier, Benefit Health Advisor, presented medical insurance renewal information. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the medical insurance proposal of Cigna-Revised Renewal at a maximum of 4.9% increase from the current. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to continue with VSP, Dearborn Natinal Life Plan and Delta Dental at no increase. The motion carried.
