Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Suncor Energy (U.S.A.) Pipeline Company to modify the Guernsey Crude Station (F000241) to update VOC and HAP emissions associated with fugitive emissions, and rename tank 87 to tank 85. The facility throughput will be to 64,999,998 bbl/yr and the maximum annual average Reid Vapor Pressure of liquids stored at the facility will be increased to 10.0 psia, due to the change in crude oil being transported through the pipelines. The Guernsey Crude Station is located at 206 Tank Farm Road, Guernsey, in Platte County, Wyoming.
