UNAPPROVED - RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held at Town Hall on April 8, 2019 pursuant to the law. Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilmen Madsen, Ashenhurst, Schindler and Britz. Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present. Mayor Graves presented the agenda. Clerk Wright requested the following additions to the agenda: FAA Recognition, Youth Baseball Sponsorship Request and a Governor’s Proclamation. Under New Business, strike the Exponential Engineering Agreement and change the Planning and Zoning Appointments to 1 and 3 year terms. Councilman Madsen motioned, seconded by Councilman Britz, to approve the agenda as amended. Motion passed 4-0. Mayor Graves presented the consent agenda. Councilman Britz motioned, seconded by Councilman Ashenhurst to accept the consent agenda as presented. With no discussion Mayor Graves called for the question. Motion passed 4-0. Councilman Ashenhurst received, on behalf of the Town of Wheatland, a Certificate of Excellence from the Federal Aviation Administration recognizing the Town for commitment and support of the Phifer Airfield safety enhancements. Councilman Ashenhurst motioned, seconded by Councilman Britz, to buy a youth baseball sponsorship for $150.00. Motion passed 4-0. Mayor and Council recognized the week of May 5-11, 2019 as the 50th Anniversary of Municipal Clerks Week. UNFINISHED BUSINESS: Councilman Ashenhurst motioned, seconded by Councilman Britz, to offer $11,000 for airport hangar lot #1 closing within the next 30 days. Motion passed 4-0. NEW BUSINESS: Representatives from Wyoming Child & Family Development presented a FY 2019 funding request of $4,500. Representatives from Visionary Communications presented information supporting a forthcoming broadband franchise request. Representatives from the Wheatland Historic Preservation District presented an update on the downtown historic survey. Josh Morris and Jeremey Gilb, T-O Engineers, provided an update on the Airport Runway Reconstruction Project. Councilman Ashenhurst motioned, seconded by Councilman Britz, to approve Change Order #3 for additional base aggregates in the amount of $18,700.68. Motion passed 4-0. John Wetstein, Engineering Associates, provided an update on water well development and YO Ranch Road water transmission project. Councilman Schindler motioned, seconded by Councilman Madsen to accept a change order for additional asphalt in the amount of $23,437.04. Motion passed 4-0. Mayor Graves presented Planning and Zoning appointments to Council for approval. Councilman Ashenhurst motioned, seconded by Councilman Madsen to approve George Pile for a one year appointment and Matt Futch for a 3 year appointment. Motion passed 4-0. Councilman Schindler motioned, seconded by Councilman Britz, to appoint Phathom Holt as an alternate commission member on the Planning and Zoning Board. Motion passed 4-0.
