Unapproved Record of the April 2, 2019 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Chairman; Steve Shockley, Commissioners; Ian Jolovich, Commissioners; Malcolm Ervin, County Clerk; and Stephanie Morgans, Deputy County Clerk. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the agenda. The motion carried. The minutes from the last regular meeting were approved as presented. Road & Bridge: Superintendent Angle spoke about current Road & Bridge projects, bids for materials, and potential equipment for the next fiscal year. Superintendent Angle presented an Encroachment license from William Walker for approval. Planning & Zoning: Clerk Ervin presented one building certificate for approval from Catherine and Daniel Tucker for approval. Dan Brecht, community member, discussed concerns he had about AMVC’s special use permit request, which will be heard by Planning & Zoning on April 10th, 2019. County Fire Warden: County Fire Warden Aaron Clark spoke to the board about renegotiating the Annual Operating Plan. Mr. Shockley motioned, seconded by Mr. Jolovich to approve the AOP. Motion carried. Executive Session: Mr. Shockley motioned, seconded by Mr. Jolovich, to call an Executive Session at 10:49AM to talk about personnel issues, pursuant to W.S. §16-4-405(a). The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to resume the regular meeting at 10:53 AM with no decisions being made. The motion carried. Charles Randolph: Mr. Randolph spoke to the Commissioners and urged them to pass a resolution, which would encourage two-man train crews traveling through Platte County. Sick Leave Donation: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the donation of 12.75 hours of sick time from one employee to another. Resolution #2019-04: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2019-04 entitled, “Amendment to the 2018 – 2019 Budget.” The motion carried. This resolution is on file at the County Clerk’s Office. Resolution #2019-05: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2019-05 entitled, “Amendment to the 2018 – 2019 Budget.” The motion carried. This resolution is on file at the County Clerk’s Office. Executive Session: Mr. Shockley motioned, seconded by Mr. Jolovich, to call an Executive Session at 11:14 AM to talk about personnel issues, pursuant to W.S. §16-4-405(a). The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to resume the regular meeting at 11:36 AM with no decisions being made. The motion carried.
