UNAPPROVED RECORD OF THE FEBRUARY 5, 2019 PROCEEDINGS OF THE PLATTE COUNTY COMMISSIONERS, WHEATLAND, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 a.m. with the following present: Sandy Kontour, Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. The minutes from the last regular meeting were approved as presented. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the vouchers as presented. The motion carried. Tax Cancellations: Mr. Shockley motioned, seconed by Mr. Jolovich, to approve the tax refund for tax years 2014, 2015, 2016, 2017 and 2018 for Victoria A. Goertz in the sum of $382.45 due to her being assessed for having two garages, though she only has one garage. The motion carried. Financial Report: Kristi Rietz, County Treasurer, presented the financial report fo the month ending January 31, 2019. Liquor License Public Hearing: Mr. Shockley motioned, seconded by Mr. Jolovich to approve the renewal of five retail liquor licenses for Fast Stop Stores, Shamrock Saloon, Quality Discount Liquors, Glendo Lakeside RV Park and Rooch’s Marina. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the renewal of one club liquor license for the Top 5 Club. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the renewal of one special malt beverage permit for Guernsey Mercantile. The motion carried. Audit: Mr. Shockley motioned, seconded by Mr. Jolovich, to accept the audit report presented at the last meeting by Leo Riley & Company. The motion carried. Encroachment License: Clerk Ervin presented an encroachment license for approval from Belle Fource Pipeline Company. Court Security: Members of the Court Security Committee were in attendance to discuss the progress of the court security upgrades. Terry Stevenson, Emergency Management Coordinator, presented the Security Crisis Reponse Plan. Executive Session: Mr. Jolovich motioned, seconded by Mr. Shockley, to call an Executive Session at 11:35 AM to talk about personnel issues, pursuant to W.S. §16-4-405(a). The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to resume the regular meeting at 11:53 A.M. with no decisions being made. The motion carried.
