COUNTY COMMISSIONERS-February 6,  2018- Wheatland, Wyoming-The regular meeting of the Board of County Commissioners was called to order at 9:15 a.m. with the following present: Steve Shockley, Chairman; Sandy Kontour, Commissioner; Eric D. Johnston, Commissioner; and Chris Kanwischer, Clerk. Commissioner Kontour moved and Johnston seconded to approve the agenda. He will review them and report to the Board later today. He updated the Board on improvements needed to Brush Creek Road, a BLM easement application, and signage replacement. Planner Ervin presented one building certificate from Jeremy Haroldson for approval. The Board, along with Supt Lockman discussed the different phases for completion of the Laramie River Crossing on Palmer Canyon Road with County Engineer Jolovich.  He will have a request for proposals for the design of the bridge ready for the March 6th meeting. Brian Hillier, Benefit Health Advisor gave a mid-year review of the medical insurance plan and discussed the best way to proceed with the upcoming renewal. He will work with Cigna to schedule the biometeric screening in May this year. There will be a fee associated with the screening.  The County will cover the employee and the employee will need to pay the fee for the spouse. Jordan Ham was in attendance and Tom Overstreet via Skype reviewed the scope of work to relocate IT and provide IT service to a temporary location in the case of a Courthouse renovation.  Platte Valley Bank and First State Bank were designated by the Board of County Commissioners as depositories for County funds up to ninety percent of the security furnished by said bank. Applications for Deposit of Public funds have been filed in the office of the County Clerk as required by law. Commissioner Johnston moved and Kontour seconded to accept the audit report presented at the last meeting by Leo Riley & Company.  The motion carried. Commissioner Kontour moved and Johnston seconded to approve the Salary Contribution Agreement for the 4H Youth Development Program between the University of Wyoming and the Platte County Commissioners in the amount of $9,042.  The motion carried. The Board signed a letter of support for Peak Wellness Center. Clerk Kanwischer updated the Board on numerous County items. Commissioner Johnston moved and Kontour seconded to purchase the John Deere 524K2 loader from Honnen Equipment for $146,700 with the trade in of our current 544 for $25,000 for a difference of $121,700.   The motion carried.  Supt Lockman informed the Board he will be retiring and his last day with the County will be April 6, 2018.
