May 16, 2017-Wheatland, Wyoming-The regular meeting of the Board of County Commissioners was called to order at 9:00 a.m. with the following present: Steve Shockley, Chairman; Sandy Kontour, Commissioner; Eric D. Johnston, Commissioner; and Chris Kanwischer, Clerk. Commissioner Kontour moved and Johnston seconded to approve the agenda. The motion carried.  The minutes from the last regular meeting were approved as presented. Commissioner Johnston moved and Kontour seconded to approve the vouchers as presented. Chairman Shockley called the public hearing to order at approximately 9:20 a.m. Commissioner Kontour moved and Johnston seconded to approve Resolution #2017-6 entitled: A Resolution Authorizing Submission Of A Community Development Block Grant (CDBG) Application To The Wyoming Business Council For The Handicap Accessibility Upgrade At Platte County Library.  The motion carried. (Complete resolution is available at www.plattecountywyoming.com and on file in the Clerk’s office)  The public hearing closed at approximately 9:30  a.m. Commissioner Kontour moved and Johnston seconded to approve Resolution 2017-7 entitled: A Resolution Authorizing Submission Of A Court Security Grant Application To The State Loan And Investment Board On Behalf Of The Governing Body For Platte County  For The Purpose Of:  Improving Court Security At The Platte County Courthouse.  The motion carried. (Complete resolution is available at www.plattecountywyoming.com and on file in the Clerk’s office)  Nurse Manager Sticka and Melanie Pearce, Wyoming Department of Health Regional Supervisor clarified wording in the Memorandum of Understanding with the Department of Health. They noted that the State Grant Funds and TANF funds do not require a separate account from the general county funds because they have separate budget lines that can be used for tracking. All extra funds in these grant lines will need to be carried into the next fiscal year. Maternal Child Health (MCH) dollars are meant to support the MCH program and were never meant to be counted as revenue.  State legislation requires that the County continue the MCH program regardless of whether they sign the Memorandum of Understanding or not.  If the agreement isn’t signed there would be no funding provided to the County. Chairman Shockley called the public hearing to order at approximately 10:04 am. Commissioner Johnston moved and Kontour seconded to approve the request from Larry and Mary Therriault to subdivide a five acre parcel out of a 35 acre parcel located in the Cascade Out-Lot subdivision, with the five  conditions  recommended by the Planning and Zoning Commission.  The motion failed. Commissioner Johnston moved and Kontour seconded to approve the request from Larry and Mary Therriault to subdivide a five acre parcel out of a 40 acre parcel located in the Cascade Out-Lot subdivision, with the five conditions recommended by the Planning and Zoning Commission. The motion carried. Commissioner Kontour moved and Johnston seconded to approve the request from Rodney Nipper to subdivide Tract 3 of the Colt Track Acres Subdivision into two lots, with the four conditions recommended by the Planning and Zoning Commission.  The motion carried. The public hearing closed at approximately 10:26  a.m. Planner Ervin presented one building certificate from Rod and Trish Vineyard for approval. Clerk Kanwischer presented encroachments from Jay Houx, Phillip Hogan and three encroachments from Basin Electric Power Cooperative for approval. Comissioner Johnston moved and Kontour seconded to approve the requests to transfer $523.92 from  Sheriff account #100.405.0540 New Equipment to account #100.405.0290 Vehicle Maintenance; $165 from Sheriff account #100.405.0450 Extradition to  account #100.405.0390 Special Investigations; $541.70 from Detention account #100.416.0470 Medical to account #100.416.0210 Supplies; $199.37 from Detention account #100.416.0470 Medical to  #100.416.0280 Uniforms; and $7.45 from Detention account #100.416.0470 Medical to account #100.416.0540 New Equipment. The motion carried. Commissioner Kontour moved and  Johnston seconded to renumber Resolution #2017-5 entitled: Declaring a Fire Ban in Platte County Due to Fire Danger that was approved on April 4, 2017 to #2017-5A due to a clerical error in numbering the resolutions. The motion carried. Commissioner Johnston moved and Kontour seconded to approve Resolution #2017-8 entitled: Amendment to the 2016-17 Budget.  The motion carried.

WHEREAS: the County of Platte has received unanticipated revenue by virtue of the Wyoming Department of Health, Public  Health Division in the amount of $10,000 and WHEREAS: pursuant to Wyoming State Statute §16-4-113, the budget of the General fund may be increased by resolution of the governing body. NOW, THEREFORE, BE IT RESOLVED, to amend the County budget to Platte County account #100.422.0605 (Grants – Community Service Block Grant - CSBG) in the amount of $10,000. Johnston, Commissioner Commissioner Johnston moved and Kontour seconded to re-appoint Dr Halsey and Ruth Vaughn to the Platte County Historic Preservation Board each for a three year term ending on May 31, 2020. The motion carried.  There is still one open position on the board. Commissioner Johnston moved and Kontour seconded to leave the employee participation rates for the medical insurance the same as the 2016-17 fiscal year. The motion  carried. Commissioner  Johnston moved and Kontour seconded to authorize Chairman Shockley to sign the agreement with the IT service provider Pro River Tech after legal review. The motion carried. The Board conducted budget workshops with the Library, Treasurer, Commissioners, Courthouse, Assessor and Clerk of Court in the a.m. and Clerk, County Attorney, Coroner, Sheriff, Detention, Dispatch, 911, AVF, Emergency Management,  Road & Bridge, SCRF, Public Health, Fair Board, Ag Ext, Misc Gen, Non Gov’t Accts, Elections, IT and P4C in the p.m. There being no further business the meeting adjourned at approximately 5:55 p.m.     Attest: /s/Chris Kanwischer, Clerk of the Board Approved:/s/Steve Shockley, Chairman
